How to get a service agent for a Surface 7 Laptop ARM64?

I ordered the Laptop from Amazon Prime on 28 September, received it on 30 September.  It is a Surface Laptop 7 AI Copilot + PC for Business, 13.8” 2k Touchscreen, Snapdragon XPlus, 16GB, 1TB SSD, sold by Issaquah Highlands Tech.  It is currently under warranty. My Surface Laptop 7 will not boot or reinstall Windows due to a failure of the internal UFS storage module. The device cannot detect usable internal storage at the firmware level, preventing Windows Setup from proceeding.  The device boots only into the Windows Recovery Environment (WinRE). When attempting to reinstall Windows from a USB recovery drive or ARM installation media, the Windows installer reports that no internal drive is available for installation.

I have been to the Surface PC support site but the only option available is for Accessories, I cannot initiate a service order online for the laptop. I call the Surface telephone number but cannot get past the automated response which only provides the URL to the site which will not allow me to initiate a service order.

How do I get a service order for this broken Laptop which is under warranty?

    Go to account.microsoft.com/devices

    Sign in with your Microsoft account

    If your Surface Laptop 7 isn't listed, click Register device and enter the serial number

    Select your device → Info & Support

    Select Start order to begin the warranty repair process.
