How do I change it so that whenever I click on a new email notification it doesn't open up a new tab?

I have already ensured the "Popout Only" setting has been turned off on my reading panel. Even with the Classic Outlook, I do not have the "open replies and forwards in new window" option selected. Both versions are having the same issue.

At this time, there is no setting in New Outlook to prevent a new window from opening when you click on a notification.
