How do I request an Azure email sending quota increace.

We are on the Microsoft Sponsorship Azure free tier.

The documentation says we can increase an increase in our Azure smtp sending limits, which is done by raising a ticket.
Raising a ticket on the free tier is limited to billing and quota increases.
However the system will not let me raise a ticket, it says I need to pay for support.

Please can you advise how to do this?
