Hi @Ali Abrar Mohammed

Thank you for confirmation and providing more details of your setup. I understand you're trying to acquire a phone number in Azure Communication Services (ACS), but you're encountering limitations with your credit-based subscription and would like a more stable, long-term setup.

The behavior you're seeing is expected due to subscription eligibility restrictions:

  • Azure Communication Services allows phone number acquisition only from eligible paid subscriptions (such as Pay-As-You-Go, MCA, or EA).
  • Subscriptions that rely on Azure credits (e.g., sponsorship or free credits) are not eligible for purchasing phone numbers.

Recommended solution

To resolve this and avoid similar issues going forward, the best approach is:

  1. Use your Pay-As-You-Go subscription for ACS telephony
    • Create a new ACS resource (or use an existing one) under your Pay-As-You-Go subscription
    • Acquire the phone number from there via:
    • ACS resource > Phone numbers > Get
  2. Please proceed by following Microsoft’s acquisition process. https://learn.microsoft.com/en-us/azure/communication-services/quickstarts/telephony/get-phone-number?tabs=windows&pivots=platform-azp-new
  3. Request quota increase (if applicable)
    • Sometimes you may face the issue with limited or zero phone number quota
    • If you’re blocked, raise a support request via: 1. Navigate to this link to start the process: https://portal.azure.com/#create/Microsoft.Support 2. Enter quota in the box and click Go 3. Select Others / Service and subscription limits (quotas) and click Next 4. Click Create a support request button, as shown

    Hello Ali Abrar Mohammed

Greetings! Thanks for raising this question in Q&A forum.

Acquiring a phone number in Azure Communication Services (ACS) can be blocked for a few common reasons the most frequent being that new ACS resources start with a default quota of zero phone numbers, meaning you need to explicitly request a quota increase before you can purchase one. The fact that you're also unable to request a quota increase suggests there may be a subscription eligibility or verification step that hasn't been completed yet. Let me walk you through everything step by step.

Step 1: Make Sure Your Azure Communication Services Resource is Properly Set Up

Go to the Azure Portal, navigate to your Azure Communication Services resource, and confirm it is fully provisioned and in a Running state. If the resource was just created, wait a few minutes for it to fully initialize before attempting to acquire a phone number.

Step 2: Check Phone Number Availability for Your Country

Not all phone number types are available in all countries. Go to your ACS resource in the Azure Portal, click on Phone Numbers in the left menu, and click Get. Select your country from the dropdown. If your country is not listed or no numbers are available, that region may not yet be supported by ACS for direct number acquisition. You can check the supported countries and number types here: https://learn.microsoft.com/en-us/azure/communication-services/concepts/telephony/plan-solution

Step 3: Request a Quota Increase the Right Way

New ACS subscriptions start with a phone number quota of zero. To get phone numbers, you must request a quota increase. Here's how to do it correctly go to the Azure Portal, search for Quotas in the top search bar, select My Quotas, filter by Azure Communication Services, find the phone number quota for your region, and click Request increase. Alternatively, you can submit a quota increase request directly here: https://aka.ms/acs-phone-number-quota

Step 4: Verify Your Subscription Type Supports Phone Numbers

Phone number acquisition in ACS requires a Pay-As-You-Go subscription or an Enterprise Agreement subscription. Free Trial subscriptions and certain other subscription types do not support phone number purchases. Go to the Azure Portal, click on Subscriptions, and check your subscription type. If you're on a free trial, you'll need to upgrade to a paid subscription first.

Step 5: Check for Geographic Restrictions and Regulatory Requirements

Some countries require regulatory documentation or additional verification before phone numbers can be assigned. For example, countries like India, Germany, and several others require proof of address or business registration. When you try to acquire a number in the portal, check if there is a Documents or Regulatory step in the purchase flow. If so, you'll need to upload the required documents before the number can be provisioned.

Step 6: Open an Azure Support Ticket

Since you've already tried the documentation and help resources without success, and you're unable to request a quota increase, the quickest resolution is to open a support ticket directly. Go to https://aka.ms/azuresupport, select Azure Communication Services as the service, and describe your issue. Include your ACS resource name, your Azure subscription ID, the country for which you want a phone number, and the exact error or message you see when trying to request a quota increase. The ACS support team can manually review and approve your quota request and help unblock the phone number acquisition.

If this answer helps you kindly accept the answer which will help others who have similar questions.

    Best Regards,

    Jerald Felix.
