Azure classic administrator roles retirement

Important

As of August 31, 2024, Azure classic administrator roles (along with Azure classic resources and Azure Service Manager) are retired and no longer supported. Starting in December 2025, Azure automatically assigned the Owner role at subscription scope to users in the public cloud who were still assigned the Co-Administrator or Service Administrator role. As of May 2026, classic administrator roles are fully retired and you must assign roles in Azure role-based access control (RBAC) to manage access.

Azure Service Manager and all Azure classic resources also retired on August 31, 2024.

What changed

After August 31, 2024:

  • When you create an Azure subscription, the classic Service Administrator role isn't assigned to the subscription. Instead, the user creating the subscription is assigned the Azure RBAC Owner role.
  • During the Azure subscription Change Directory operation, the user isn't assigned the Service Administrator role. Instead, the user completing the Change Directory action is assigned the Azure RBAC Owner role.
  • Classic administrator role assignments were automatically converted to Azure RBAC Owner role assignments. For more information, see Azure classic subscription administrators.
