Please first try signing in to your Hotmail account from a browser at Outlook.com to confirm the account is working.
If it works there, on your iPhone remove the email account and add it again: Settings > Mail > Accounts > Hotmail/Outlook > Delete Account, then add it back.
Also check that your iPhone is updated and try the Microsoft Outlook app if the Apple Mail app still cannot receive emails.
