Can't signup MS 365 Dev Program because used too many phone numbers

I wan't to signup https://developer.microsoft.com/en-us/microsoft-365/dev-program.

However, when I finally comitted to put my very own phone number in, I get the following message:

We can't continue with the signup process for the following reason:

  • You have used too many phone numbers.

For help with your Microsoft account, go to Microsoft account and verify your information.

MS-CorrelationId: [Moderator note: personal info removed]

Code: 40902

There is no option to add my phone number on my Microsoft account. How to overcome that blocker?

I've opened an Azure account. But couldn't find a workaround either.

    The Microsoft 365 Developer Program allows only one Developer Program account per phone number. If the phone number has already been used for a previous Developer Program signup, the platform will block reuse of that number.
