Hi Praveen, hitting error 715-123420 in Azure AI Foundry usually means your deployment request was blocked at the tenant level by Microsoft's automated fraud and risk protection system. Before opening a support ticket to have them manually lift the restriction, ensure your account has the Cognitive Services Contributor role and try deploying the model via the Azure CLI to see if it bypasses the UI block or gives you a more specific quota error.

Thanks for replying. I have the admin role for full Microsoft account including Foundry. Attached the screenshot

Since full admin rights are already active on the account, the security block is definitely happening at the subscription profile level rather than a role issue. Try executing the deployment directly through the Azure CLI to see if it lets you skip the portal's frontend validation entirely. If the CLI still throws a hard error, it confirms the backend fraud protection rule is locked in place, and you will need to open a support ticket in the portal so Microsoft's backend team can manually clear the tenant restriction.

Getting same error via CLI:

I am also not able to open the support ticket.

That confirms the block is absolute at the platform level, and if the automated risk flag is strict enough, it will even lock you out of creating standard technical support tickets. You'll have to bypass the usual portal route to reach them.

Since the backend block is completely restricting standard support creation, you’ll need to bypass the usual portal route to reach them:

Use the Azure Subscription Management Route: Go to the Help + Support blade and create a ticket explicitly under Billing or Subscription Management instead of Technical/Foundry. Subscription and billing queues are almost never locked by automated risk flags.

Use the Public Support Form: If the entire portal utility is throwing errors, submit a request directly via the public Azure Support Contact Form or ping @AzureSupport on X (Twitter) to have an agent manually initiate a secure DM triage ticket for your tenant ID.
