Yes, if you're using macOS Ventura (13.x), that is likely the reason Microsoft 365 will not install. Microsoft 365 for Mac now supports only the three most recent macOS versions, and Ventura is no longer supported for new installations.
If your Mac supports a newer macOS version, try upgrading macOS first and then install Microsoft 365 again.
If your Mac cannot be upgraded beyond Ventura, you may need to use Microsoft 365 on the web instead.
