I'm able to access the passwords in the Microsoft Password Manager and select "delete" but the password is not deleted and still showing!

I see. Resetting the server data will not delete all of your passwords. It simply clears the data stored on the server and replaces it with the current data from your browser. Before we try that, I'd like to check whether deleting the cookies for that website resolves the issue and prevents the deleted password from being restored.
To do this, go to Edge Settings > Privacy, search, and services > Cookies > See all cookies and site data. Search for the website, expand its entry, and delete all cookies associated with it. After that, delete the password again and check whether it stays removed.

In some cases, this can cause sync issues and lead to problems with the data stored on Microsoft's servers, which may be related to what you're experiencing now. Since your passwords are synced through your Microsoft account, Edge may be restoring the deleted password from the data stored on the server. In this case, you can try resetting the sync data on the server to see if it resolves the issue. Before I provide the steps, are you using Workspaces in Edge? Resetting the server data will delete them and you will have to recreate them after.
