I am looking for document about RI payment regulation to share to our customer to comply. Where can I find it?

    if by RI you mean Azure Reserved Instances / Reservations, Microsoft does not publish a single “RI payment regulation” document, but the payment rules, cancellation rules and billing behavior are documented.

    If the customer needs this for compliance or procurement, I would usually share payment documentation, cancellation/refund policy, reservation terms, invoice/billing documentation, rather than searching for a single “regulation” document, because Microsoft splits this across billing, reservation and legal docs.
