The error reads:

Unspecified

Something's Wrong

Please check each group carefully to ensure the Installation ID has been entered correctly. This ID number is displayed in activation window.

The workstations that are trying to be activated and offline activations. It was working well the previous weeks but now it is not working. We are using Volume Licensing.

    Hi Rance Streeter

Since you’re using Volume Licensing and offline activation, the “unspecified error” usually points to either a mismatch in the Installation ID being entered or an issue with the activation portal itself. Even if it was working fine before, sometimes the portal logic changes or cached data causes hiccups. First thing I think you should double‑checking the Installation ID from the activation window even a single digit off will throw that vague error. If the IDs are correct, try clearing out any cached activation data on the workstation and re‑entering the request. Another common fix is to make sure you’re using the latest Volume Licensing Service Center tools, since older versions can suddenly stop working with newer builds like LTSC 24H2. Also, confirm that the product key you’re using is valid for Enterprise LTSC 24H2 specifically keys tied to older LTSC releases won’t activate here. If all else fails, you might need to open a support case with Microsoft Licensing Support to check if there’s a backend issue with the activation portal.

For offline activation of Windows 11 Enterprise LTSC 24H2 using Volume Licensing, the unspecified error in the phone/activation portal generally indicates a problem with the Installation ID or with the type/usage of the key rather than with the LTSC build itself.

Based on the provided information, use these checks and steps:

    1. Verify the product key type and usage
      • Confirm that the key being used is a valid Volume License key for Windows 11 Enterprise LTSC 24H2 (KMS or MAK as appropriate) and that it has not exceeded its activation limit.
      • If using a MAK and the limit has been reached, additional activations will fail; in that case, a new key or an increased activation count from Volume Licensing Support is required. The generic symptom is that activation “was working well” and then suddenly stops when the limit is hit.
      • If the key is not a proper volume key (for example, a key obtained from a third party that is actually a MAK from another organization), activation can stop working once the MAK’s limit is reached or the organization’s agreement is invalidated.
    2. Confirm the edition and key match
      • Ensure the edition installed on the offline workstations is exactly the edition the key is licensed for (for example, Enterprise vs Pro, LTSC vs non‑LTSC). A mismatch between edition and key is a common cause of activation failures.
      • If there is any doubt, reinstall or reimage with media that matches the Volume License agreement for Windows 11 Enterprise LTSC 24H2, then retry activation.
    3. Re‑enter the Installation ID carefully
      • The portal error text explicitly points to the Installation ID. Re‑generate the Installation ID from the activation window on the client and re‑enter it in the portal, checking each group.
      • If multiple attempts with a freshly generated Installation ID fail in the same way, the issue is more likely key/entitlement‑related (for example, MAK limit or agreement status) than a simple entry error.
    4. Try treating the key as a “new product key” on the client
      • On one affected workstation, go to Settings → System → Activation and choose the option to change the product key.
      • Enter the Volume License key again as if it were a new key, then attempt activation (online if possible, or regenerate the Installation ID and retry the offline portal). This approach has resolved activation issues after hardware changes or reinstallation in similar scenarios.
    5. Engage Volume Licensing / Microsoft support
      • Because this is a Volume Licensing scenario and the issue started suddenly after working previously, it is important to verify with the Volume Licensing administrator that:
        • The agreement is active.
        • The specific key has remaining activation count (for MAK) or is still valid.
        • No compliance or revocation action has affected the key.
      • If the internal Volume Licensing admin confirms the key and agreement are valid, open a support case with Microsoft Volume Licensing Support, providing:
        • The exact key type (KMS/MAK),
        • The error details from the portal,
        • Confirmation that the Installation IDs were re‑entered and that the edition matches the key.

If the key is a consumer‑purchased upgrade or a legacy free‑upgrade‑derived license, it may no longer be eligible for reuse on new devices; in that case, a new, proper Volume License key for Windows 11 Enterprise LTSC 24H2 is required.
