Error 0x80180014 during setup with a business (work/school) account is an Intune/MDM enrollment issue. It typically occurs when Windows MDM enrollment is blocked in Intune or when the device is being re-enrolled and is still blocked in Windows Autopilot.
Use the following steps; an Intune/Microsoft Entra administrator must do these in the tenant that owns the business account being used on the Surface Pro.
- Check if Windows MDM enrollment is blocked
- Sign in to the Microsoft Intune admin center.
- Go to Devices > Enrollment restrictions.
- Select the relevant device type restriction (for example, All Users).
- Select Properties > Edit (next to Platform settings).
- Under Windows (MDM), make sure it is set to Allow.
- Select Review + Save, then Save.
If Windows (MDM) is set to Block, the device cannot enroll and will show 0x80180014.
- If this is an Autopilot/self-deploying or pre-provisioned device
If the Surface Pro is being reused or re-enrolled via Windows Autopilot and you see 0x80180014, the device may be blocked by the one-time enrollment limit:
- In the Intune admin center, go to Devices > Windows > Enrollment.
- Under Windows Autopilot, select Devices.
- Find and select the Surface Pro that is failing with 0x80180014.
- On the toolbar, select Unblock device.
- Redeploy the Windows Autopilot deployment profile to the device and run setup again.
- If enrollment is being done as a personal device (Set up for work or school)
If the device is being set up using Set up for work or school and is treated as a personal device, and personal Windows enrollment is blocked in Intune, enrollment will fail (often with 80180014). To allow this scenario:
- In the Intune admin center, go to Devices > Enroll devices > Enrollment device platform restrictions.
- Select Windows restrictions or create a new restriction.
- On Platform settings, set Personally owned devices to Allow.
- Assign this restriction to the user/group that should be allowed to enroll personal Windows devices.
After these changes, retry setting up the Surface Pro with the business account.
