Windows 10/11 Pro purchased from the Microsoft website won't allow me to upgrade to Window 11 Pro

I purchased a Windows 10/11 Pro from the Microsoft website but it will not allow me to upgrade to Window 11 Pro. It is now end of support and will not install updates and security fixes. I have the Microsoft order number and can see the order at account.microsoft.com. It is running on a Dell XPS 8930 w/16gb. How can I resolve?
