Microsoft has retired the legacy phone-based activation method for standalone systems, including the portal at aka.ms/AOH. For Windows 11 24H2 and later, offline activation is only supported through Key Management Service (KMS) or Active Directory–based activation within a connected environment. On isolated networks, the supported approach is to use Volume Activation Management Tool (VAMT) with proxy activation, where you export the Installation IDs from the offline machines, perform activation on a system with internet access, and then import the Confirmation IDs back to the offline systems. This workflow requires volume license keys (MAK or KMS) and VAMT 3.1 or newer.
If your organization is using retail or OEM licenses, there is no longer a supported offline activation path; those editions require internet connectivity to Microsoft activation servers. In that case, the only compliant option is to temporarily allow outbound activation traffic or move to volume licensing with VAMT for offline scenarios. If you already have Installation IDs, you can proceed with VAMT’s proxy activation method, but the phone activation channel is no longer available.
