Upgrade unavailable due to regional capacity constraints - PostgreSQL 11 to 17 - East US

I am attempting to upgrade my Azure PostgreSQL Flexible Server from version 11 to 17 in the East US region. When I click the Upgrade button in the Azure Portal I receive the following error:

"Upgrade unavailable due to regional capacity constraints. Contact support to discuss alternative options."

My server has lost standard Azure support as of March 31, 2026 and extended support charges begin August 1, 2026, making this upgrade urgent.

Is there a workaround available for Azure Pass subscriptions, or an ETA on when East US capacity will be available?

Hi Cordellia Yokum,

The upgrade is currently unavailable in East US due to a platform restriction. Major Version Upgrade (MVU) is temporarily not supported in this region because it requires a system restart and may cause the server to become unresponsive due to regional capacity constraints.

Important clarifications:

  • You can continue using the existing PostgreSQL 11 server in East US.
  • No extended support charges will apply after the retirement date in March for this scenario.
  • This limitation is imposed at the platform level and is not related to your server configuration or subscription type.

If you would like to upgrade now, the recommended option is to deploy PostgreSQL 17 in a different region (for example, Central US) and migrate your data using standard migration tools.
