How do I fix work offline so I can send/receive?

I can't get out of work offline mode. Therefore I can't receive email or send email successfully.

If you are using the classic desktop version of Outlook, you can easily fix this by heading over to the Send / Receive tab at the top ribbon and clicking the Work Offline button to toggle it back to connected status. If you have transitioned over to the new Outlook app, you will need to click the Settings gear icon in the top right corner, navigate through General to Offline, and turn off the setting that enables offline use. Usually, toggling these options will get your mail flowing again instantly, but if it stays stubborn, a quick restart of the app or checking your Wi-Fi connection usually does the trick.
